- Single Point of Contact (SPOC) for all ICT initiatives from the Government side to coordinate with all stakeholders and system integrators
- Device Project Plan & Deliverables after consent from the Government & other stakeholders
- Provides progressive reviews to the Government & other stakeholders and ensures there are no slippages in the implementation plan.
- Ensure the System Integrators (SI) deploy quality resources and escalate to Senior Management of the SI if any gaps are found
- The Program Manager shall ensure the projects are effectively resourced and handles coordination meetings with a wide range of groups (including all project coordinators i.e. HoDs, Departmental Officials/ Nodal Officers, Project Committees, PMU, etc). He/ She shall have exemplary communication skills and capable of convincing administrators and Executive cadre in Government.
- Assist in procurement of required infrastructure / services for various e-Governance Projects.
- Determines operational objectives by studying business functions; gathering information; evaluating output requirements and formats
- Create business and technical requirements documentation that developers can use to create applications that support the functional, technical and visual requirements, conduct analysis of the existing system.
- Modeling the current AS-IS and the future TO-BE business process and models
- Performing gap analysis. Recommends controls by identifying problems; writing improved procedures
- For each request, conduct (create, review and obtain approval) a detailed feasibility study to determine alternatives and associated costs, risks, benefits, timing, etc.,
- Identifying, qualifying, prioritizing, publishing, and action opportunities for business process changes.
- Liaise with other technical areas in IT Services to ensure that non-functional requirements are captured, formulate solution alternatives that fit in with our current infrastructure, and ensure their buy-in to the proposed solutions.
- Requirements documentation needs to be precise, logical in layout, capture the expected user experience, identify mock screens, list required input validations, identify security structure, and create a list of unit/functional test to be performed.
- Co-ordinate diverse groups who contribute to business requirements and build consensus for requirements across the various user group. Coordinate with Development/QA/UAT teams.
- Make recommendations in information systems elections and software application packages.
- Prepare detailed project documentation according to client standards and appropriate approval are obtained in a timely manner.
- Experience with a wide range of application and platforms, encompassing a variety of functions, and understanding client/server, and web technology is absolutely essential.
- Thorough understanding of structured programming principles, system analysis techniques, system design, industry standard testing principles, system implementation, user training and follow-up.
- Ability to work effectively with all types of people at all levels of the organization, both within and outside the I.T. Division.
- Knowledge of Project Management delivery methodology.
- Ability to communicate effectively verbally and in writing.
- Perform data analysis and validation against given business rules. Specializes in collecting, organizing, and analyzing data from various resources.
- In terms of analysis, the data analyst generally uses data management and reporting systems to collect and organize specific data drawn from relational database.
- Develop mathematical computations and collection protocols in order to extract and extrapolate data into meaningful statistical analysis or "what if" scenarios.
- Data analyst often engage in making projections regarding future trends based on current economic and/or market conditions.
- A Data analyst may be involved the research phase of a project by participating in the design and implementation of relevant studies and surveys.
- Extract pertinent data out of the database by writing optimized queries.
- Create and run SQL queries based on business requirements.
- Data mining/ predictive analytics and statistical analysis.
- Import and manage large data files into the database.
- Test data processing and modeling algorithms based on the data.
- Works with tech groups to identify and resolve any data, environment or implementation issues.
- Presenting data in graphs, charts and tables.
- Document queries & reports.
- Expertise in manipulating data in Excel, MS Access & writing SQL queries. Should be comfortable in handling large amounts of data.
- Must be able to define data model patterns, data normalization, and be able to build and data model using current tools.
- Ability to work effectively with all types of people at all levels of the organization, both within and outside the I.T. Division.
- Should have technical expertise with automatic data collection and reporting systems, including and capacity for program troubleshooting and system security measures.
- Ability to communicate effectively verbally and in writing.
